Bush obviously had some light go on in his head.. a moment where something whitty actually popped in his head and that happens so infrequently that he just couldn't pass up the opportunity to say the funny thing. plus he has nothing constructive or insightful to say about anything so then in his mind saying the funny thing is the right thing since someone will laugh and when someone laugs it means, in his mind, that they like/inderstand him and he's doing a good job.
