i'm going to buy a mac as some of you probably have seen and now i'm looking for some software to buy. i was surfing on the internet looking for possible discounts and i saw this site selling OEM software, they claim to sell fully functional software for really really really cheap prices (battery 3 for like 20 or 30 dollars).
so is this actually legal? are there people here with expiriences with this softare, using it maybe? can you register (and maybe update) with this software? and risky buying this software?

This is probably just pirated software.
Some OEM dealers are legit (newegg, for instance), but they only tend to sell a few software packages this way, and they have special licensing considerations. For example, Vista has an OEM version you can buy, but you lose all official MS support when you install it.
Most OEM stores on the net are fraudulent. They'll typically offer you a download-only version without any install codes. The site will probably also have other dubious features: lots of sibling sites that use almost exactly the same copy on their FAQs, almost everything costs the same, you can't spend more than $250 in one order, etc.

I work for the UK distributor for NI...and I can tellsya, they're pirated. Theres just no other way to do them that cheap!

I'd never ever advise buying unauthorized software from anybody.
My non-legal advice is use "trial" / Pbay / DL'd versions of different programs until you determine what works for you. Reduce your needs to a few key pieces. Then... buy the software. Don't spend a lot of time deciding. You will actually save money and A LOT of time (which is or will be worth more than the money). Trust me on this one.
Now if you just like trying stuff (I did), you can wank away years; but don't confuse that sometimes-pleasant experience with making music.

Technically, you are only meant to be able to buy OEM software if you get hardware at the same time. (e.g. A windows licence with a new PC). A lot of retailers used to get around this by including some redundant hardware in the order, such as a floppy disk drive, but I don't think they even bother with that any more.
