looks like you have some hood advice already EDIt advice form the 'hood?, i mean 'good' advice of course.
One other thing you could try: don't go to bed. Just stay up until you absolutely are too shattered to go on, then lie down, and if the sleep's not happening still after a while, get up again and carry on.
Try to avoid feeling like you're overdrawn in sleep hours. Like javier says, and i can attest to, being conscious of the idea that you're 'behind' isn't going to help at all. Better to just skip the kind of thinking that says 'now i ought to sleep' altogether and just pay attention to what your body tells you.
Oh: also, very important, no computer for 2-4 hours before you decide to hit the sack. Or if you must compute, find a way to reverse the colours on your screen so that most of it is black. Bright backgrounds burning away at your retinas fool your head into thinking it's daytime and that messes with your circadian rhythm.

im taking liberties here and writing some stuff in swedish.
valerian is in "kvällste" / "örtte". Johannesört, heter det på svenska, valeriana på latin, har jag för mig. (funny thing about valerian is that it has the complete opposite effect on cats, so if you want cats on speed, give them some tea)
ive been having the same problems, but it is so much better right now. i dont know about your status, but ive been unemployed (jobbgaranti my ass) until now, when i have a pseudo-job. basically, my boss calls me in the morning if there is work, so i try to get up early. even if there isn't anything to do, im still up. if you have the time, take long walks (i like slussen-hornstull-långholmen-fridhemsplan-odenplan-centralen-gamla stan). not only will the walking make you exhausted, the more time you spend outdoors, the more serotonine is produced, making you happier and thus making you sleep easier. i also cut down on the coffee, and try to eat more properly and regulary.

A circadian rhythm is a roughly-24-hour cycle in the physiological processes of living beings
The rationale for finding ways of getting lots of light in the morning (eg. sleep with curtains open so youll see the daylight when sunrises) and avoiding bright light in the evening (computer screens) is explained in this following passage:
The ability of light to reset the biological clock depends on the phase response curve (to light). Depending on the phase of sleep, the light can advance or delay the circadian rhythm. The required illuminance varies from species to species, much lower light levels being required to reset the clocks in nocturnal rodents than in humans.
In addition to light intensity, wavelength (or color) of light is an important factor in the degree to which the clock is reset. Melanopsin is most efficiently excited by blue light (420-440 nm).[6]
if your 'clock' is properly reset in the morning (sunlight, or artificial 'daylight' lamp), you'll have a better chance of feeling sleepy at night.

lol at cbits advice from the hood.
Dr. bsr might be right, maybe not the 'a lot' part but any kind of tension and relaxation of as many muscles as possible will make you ready for the sleep.

i think is seeping now......but you still have problems, read this.
"In the Kingdom of Light there were twin boys named Shay and Dawn.
Shay and Dawn would play in the light of the sun, in the light of the stars, in the silvery light of the moon.
Wherever there was light, there were Shay and Dawn.
They would dip their toes in rays of sunshine.
They would twirl their fingers in the twinkle of stars.
They would swirl around in the glimmer and shimmer of moonlight.
Shay and Dawn were always together.
The boys loved each other very much and never tired of chasing beams of light from the moon, stars, or sun.
The boys had only one wish that they could be together forever in the light they loved so much.
Because the boys had this wish, they decided to visit the King of Light, and ask him to grant their wish.
One day they decided to make the journey to the King of Light's castle. It was a marvelous castle, shinning and twinkling like diamonds on the hillside.
The boys were granted entrance to see the King, and when they saw him, they nearly fell down because of his brightness.
The King was the most beautiful light they had ever seen.
He shone from head to foot. He seemed to walk on rays of light.
The King was brighter than the sun, twinkled more than the stars, and his glow out did the moon.
The King asked the boys, "why have you come to see me?"
And Shay and Dawn answered him by saying, "We have come to ask you to grant our wish. We love to play in the light together and we wanted to know if you would allow us to be together in the light forever?"
The King took a liking to the boys, and because they had traveled so far, and loved the light and each other so much, he decided to grant their wish.
The King said, "Because of your love for each other, I will grant your wish, for you and all people.
From now on you will be called Shadow, and you will follow all people when the light is bright.
That way your love will be a witness to everyone when they walk in the light of the sun, they will see their shadow, and remember the love you have for each other and for light."

I always default to prescriptions to help me with anything, including insomnia. Bad way to go, I guess, but the truth is I take an anti-depressent in the evening (amitryptiline (mlbot correct my spelling please)) that really helps me get to sleep, without the awful black-out effect of stuff like Ambien or lunesta. I can usually still get four or five hours w/out some sort of help, but overall my quality of life has improved massively.
ETA: Hell yes to exercise! And reading instead of computering / tving at night.

I second the exercise comment. Also, try to avoid doing things that will lead to feedback late in the evening (e-mail, blog, sms, leaving voicemail etc).
