Hahahahaha we have that too, besides the death penalty. But in reality they usually try to distill the hash and use that as the basis for prosecution, so that 1 ounce can be like a whole lot smaller --- that is, if they like you.

I hate to burst the relativism bubble, but read the koran much? it's not big on forgiveness, or negotiation. I can see very easily how a strict construction of what is in it would result in laws as indiscriminate and violent as the UAE has. Funny thing is, they're one of the more progressive and modern of the middle eastern states. I know a Iranian who was hunted for years by the government for his MUSIC.(which by the way, was not worth being chased for.)
Remember you're dealing with a region that forbids women from going out without a related or married man. 50% of the population of many of these nations could be jailed for walking across the street.
Alcohol is forbidden in many of these places! It should not surprise you that traveling with a damned joint in your pocket could get you 4 years. He's lucky it didn't get him a hand cut off.

And yes the middle east was into drugs in the middle ages. Then Islam got a foothold. But it's only been in the real control it has now for a few hundred years in most of this region. Not that Islam has prevented Opium trade for Pakistan or Afghanistan. Afghanistan alone supplies most of the world's opium supply. They've tanked the price of heroin and opium by over supplying.
